Govt organisations usually dont allow their employees to do any other work/business without their prior permission.

Maybe you can also think of having your parents as partners in the new business which you intent to start.

On paper, it would be your parents who are running the business but practically you would be managing everything.

Your organisation will not cause any problem in such an arrangement.
